This study examines the fundamental transformations brought about by artificial intelligence in the contemporary security landscape. While these technologies have significantly enhanced opportunities for development and innovation, they have also generated complex criminal patterns that exceed the capabilities of traditional detection systems, such as deepfake and automated malware. The study highlights the darker aspects of this development through an analysis of the activities of international actors and organized groups, reviewing leading international models of governance and regional cooperation, along with a rigorous assessment of the current state of Arab strategies and their level of preparedness to confront these growing digital threats.
In addition, the study proposes a comprehensive roadmap for Arab security in the form of a holistic plan based on five core pillars: governance, capacity building, cooperation, awareness, and research and development. This plan aims to enable law enforcement agencies to transition toward proactive action by establishing joint Arab platforms and updating legislative and judicial frameworks, thereby ensuring the transformation of the region from a targeted environment into a technological force capable of neutralizing risks and building a sustainable digital future that balances technological openness with the protection of national security.
