Synopsis

This guide represents a qualitative shift in security policies; it seeks to establish a smart border system that accurately distinguishes between migrant smuggling as a transnational crime based on material benefit, and human trafficking as a crime of forced exploitation that violates human dignity. By relying on the "Essentials of Migration Management" (EMM 2.0) platform and international conventions, it aims to align the field performance of law enforcement officers with international standards and the Sustainable Development Goals, transforming theoretical policies into practical protocols that ensure security firmness towards criminals and humanitarian flexibility towards victims.

This effort transcends being merely a training activity, becoming a sustainable strategy that adopts a multiplier effect approach by preparing trainers capable of disseminating a victim-centered security mindset and building strong institutional cooperation networks. Consequently, the outputs seek to enable security leaders to formulate informed national policies and establish precise monitoring systems to assess the effectiveness of countermeasures, ensuring the strategic balance between the requirements of national sovereignty and the protection of human rights, and dismantling organized crime networks according to a comprehensive and contemporary security vision.
