Synopsis

This guide serves as one of the key outputs of the first phase of the Arab Strategy for the Promotion of Human Rights. It aims to integrate the efficiency of law enforcement agencies with respect for human dignity. The guide represents a practical tool for embedding a culture of human rights in daily security work by transitioning from the realm of theoretical principles to disciplined field practices. These practices contribute to building a balanced relationship between citizens and security agencies, founded on the rule of law and mutual respect.

The guide is based on an integrated legal methodology resting on three main pillars that ensure its comprehensiveness and consistency between legal and human dimensions. The first is The Law, which includes international human rights treaties and conventions, as well as national constitutions. The second is Soft Law, encompassing international guidelines and standards of an advisory nature, such as the "Nelson Mandela Rules" and the United Nations standards for the treatment of prisoners and the conduct of law enforcement officials. The third pillar is Practical Reality, where the guide relies on applied tools and guidance tables to assist security personnel in making sound decisions that comply with legal legitimacy requirements in the field.

The guide proposes institutional implementation mechanisms aimed at translating its principles into a tangible reality. Among the most important of these mechanisms are: convening regional workshops for Arab security leadership to exchange experiences and unify concepts; developing national editions that align with the specificities of national legal systems; and integrating the guide's content into the training and educational curricula of police academies and security institutes to enhance human rights awareness among law enforcement personnel. Finally, the guide embodies a contemporary Arab vision that links security with humanity, affirming that respect for individual rights is not an obstacle to security but a fundamental guarantee for its achievement and sustainability.
