Synopsis

This forward-looking study presents a strategic roadmap for re-engineering the security education and training system in the Arab world, transitioning from traditional models to proactive approaches capable of confronting the threats of the 21st century. Through an in-depth analysis of 118 security programs and based on reputable international reports such as those from INTERPOL and the World Economic Forum, the study innovates the Arab Readiness and Preparedness Model. This model is founded on eight modern criteria integrating artificial intelligence, predictive analysis, and leadership under uncertainty to ensure security personnel are ready to confront cyber and hybrid risks with resilience and professionalism.

This study serves as an indispensable reference document for decision-makers and security leaders, as it presents a unique applied model for classifying institutional readiness and reducing training gaps according to global competitive standards. It is a call for transformation towards strategic incubators that do not merely respond to today's threats but intelligently anticipate tomorrow's challenges. This makes it the most critical tool for any institution seeking to enhance its national security and institutional sustainability in an ever-changing world.
