تُقدم هذه الدراسة الاستشرافية خارطة طريق استراتيجية لإعادة هندسة منظومة التعليم والتدريب الأمني في الوطن العربي، انتقالاً من النماذج التقليدية إلى مقاربات استباقية قادرة على مواجهة تهديدات القرن الحادي والعشرين، ومن خلال تحليل معمق لـ 118 برنامجاً أمنياً وبالاستناد إلى تقارير دولية رصينة كالإنتربول والمنتدى الاقتصادي العالمي، تبتكر الدراسة النموذج العربي للجاهزية والاستعداد الذي يرتكز على ثمانية معايير حديثة تدمج بين الذكاء الاصطناعي، التحليل التنبؤي، والقيادة في ظل حالة عدم اليقين، لضمان جاهزية الكوادر الأمنية لمواجهة المخاطر السيبرانية والهجينة بمرونة واحترافية.
وتُعد هذه الدراسة وثيقة مرجعية لا غنى عنها لصناع القرار والقادة الأمنيين؛ حيث تطرح نموذجاً تطبيقياً فريداً لتصنيف جاهزية المؤسسات وتقليص الفجوات التدريبية وفق معايير تنافسية عالمية. إنها دعوة للتحول نحو الحاضنات الاستراتيجية التي لا تكتفي بالاستجابة لتهديدات اليوم، بل تشكل استباقاً ذكياً لتحديات الغد، مما يجعلها الأداة الأهم لكل مؤسسة تسعى لتعزيز أمنها الوطني واستدامتها المؤسسية في عالم دائم التغير.
