This book addresses the role of strategic leadership in the development of organizations, this role serves to achieve the objectives of these organizations and to grant them the ability to ensure development, growth, and adaptation to contemporary events and environmental variables.
The study aims to clarify the role of leadership in the development of organizational culture and the positive outcome of qualifying this leadership in the security services in general, and the General Directorate of Passports and the General Directorate of Civil Defense in particular.
The book comprises five chapters.

Chapter II: The theoretical framework and previous studies.
Chapter III: The methodological framework of the study.
Chapter IV: Presentation of the field study data, analysis, and interpretation.
Chapter V: Summary of the study and the most important findings and recommendations.
The study yielded the following recommendations:
. Executive departments in the General Directorate of Passports and the General Directorate of Civil Defense should be granted larger area of decentralization to ensure their training on the roles of strategic leadership.
. Work should be directed towards a special system of material and moral incentives.
. The values of justice and equality should be supported, and focus should be on self-managed work teams.
. More attention should be paid to plans and strategies required for the implementation of strategic leadership preparation programs.
. The General Directorate of Passports and the Directorate General of Civil Defense with should be provided with advanced communication systems and access to databases needed to provide the staff of these two departments with necessary information at any time.
. Security leadership in general, and strategic leadership in particular, should be urged to encourage subordinates to launch innovative initiatives and to exercise creative approaches in solving security problems.
