تبحث هذه الدراسة في التحول الجذري للمنطقة العربية نحو "إدارة التنقل الرقمي"، حيث أضحى الذكاء الاصطناعي المحرك الأساسي لدورة السفر الحديثة، بدءاً من التنبؤ باتجاهات الهجرة وصولاً إلى التحقق البيومتري الفوري، وتكشف الدراسة أن بعض الدول العربية، انتقلت من مرحلة استهلاك التقنية إلى الريادة العالمية عبر تحويل المنافذ والمطارات إلى مختبرات حية للسفر بدون وثائق، ومع ذلك، تبرز إشكالية مركزية تتمثل في كيفية الموازنة بين كفاءة الأتمتة وبين مخاطر التحيز الخوارزمي والتحديات القانونية، مما يفرض ضرورة مواءمة الطفرة التقنية مع أطر أخلاقية تضمن العدالة والشفافية في معالجة البيانات الحساسة.
وتخلص الدراسة إلى أن نجاح "الحدود الذكية" مرهون بتبني حوكمة أخلاقية تمنع التمييز، وتحديث القوانين لتعزيز أمن البيانات البيومترية والحفاظ على خصوصيتها، مع الإبقاء على الرقابة البشرية الملزمة كمرجعية نهائية للقرارات المتصلة بالهجرة أو عبور الحدود، مثل المنع أو الترحيل، وتؤكد النتائج أن الانتقال نحو الإدارة الذكية للحدود في المنطقة العربية ليس مجرد خيار تقني لتعزيز الكفاءة، بل هو ضرورة استراتيجية تفرضها تحولات الأمن الوطني؛ حيث يتطلب المستقبل صياغة نموذج عربي يزاوج بين مقتضيات الأمن الوطني وحماية الحقوق الرقمية، ضماناً للمشروعية المؤسسية وتحقيقاً للأمن الشامل والمستدام.
