تستعرض هذه الدراسة آفاق العلاج الصياني ببدائل الأفيونات بوصفه أكثر الحلول العلمية فاعلية في مواجهة تعاطي المواد المخدرة، ملقيةً الضوء على التوازن الحرج بين الضرورة الصحية والامتثال الأمني في السياق العربي، ومن خلال تحليل تجارب الدول العربية التي تبنت هذا المسار، تكشف الدراسة عن القدرة الفائقة لهذه البرامج في تقليص التكاليف الاقتصادية للإدمان، والحد من الجرائم المرتبطة به، ومحاصرة السلوكيات الخطرة، مع تقديم تشخيص دقيق للمعوقات التشريعية والتمويلية والوصم المجتمعي الذي يحول دون التوسع في هذه السياسات العلاجية الإصلاحية.
وتضع الدراسة بين يدي القادة الأمنيين وصناع القرار خارطة طريق متكاملة لتعزيز الأمن الدوائي في تصنيع البدائل وتوحيد الأدلة الاسترشادية العربية، مع تركيز خاص على تفعيل هذه البرامج داخل المؤسسات العقابية لتقليل نسب العود للإجرام، وبوصف هذه الدراسة كوثيقة مرجعية فريدة، تدمج الدراسة بين الرؤى السريرية والسياسات الجنائية المبتكرة، مما يجعلها أداة لا غنى عنها لكل من يسعى لتطوير مقاربات أمنية وصحية شاملة تتوافق مع المعايير الدولية والخصوصية الثقافية للمنطقة العربية.
