تأتي هذه الدراسة استجابةً للتصاعد والتعقيد في حركة الهجرة الدولية بسبب الأزمات المتعددة، وتهدف إلى تعميق المعرفة حول التدابير البديلة لاحتجاز المهاجرين، مؤكدةً على أن الاحتجاز الإداري يجب أن يكون ملاذاً أخيراً بعد تقييم دقيق للحالة الفردية. وتعرض وتحلل الدراسة الممارسات الفضلى عالمياً، كالتركيز على الدعم الشامل والإدارة الفردية للحالات ونماذج الإسكان المجتمعي، وقدمت الدراسة مجموعة من التوصيات التنفيذية لدول المنطقة العربية، منها: ضرورة تحديث الأطر القانونية لتبني هذه البدائل، لا سيما بوقف احتجاز الأطفال وتطوير شراكات مجتمعية لضمان الكرامة الإنسانية وإدارة فعالة ومحترمة لشؤون المهاجرين.
