موجز

في ظل ما تشهده صناعة النقل من تطورات، يتصل بعضها بظهور المَركبات ذاتيَّة القيادة، وهي المركبات التي تقود نفسها بنفسها دون تدخل بشري. من المتوقَّع أن تتمتع هذه المركبات بميزات قوية وتوفر كثيرًا من الفوائد، كتقليل وقت السفر والاختناقات المروريَّة وحوادث المرور، وتعزيز القدرة على التنقل وزيادة معدلاته، بالإضافة إلى تحسين أداء الحركة المروريَّة على الطرق، وتحسين الاقتصاد في استهلاك الوقود، وتقليل احتياجات مواقف المركبات، كما أنها ستحقق فوائد اقتصادية كبيرة، وكثيرًا من الفوائد الأخرى.
بناءً على ذلك، استهدفت الدراسة، الكشف عن الوضع الراهن لاستخدامات المركبات ذاتيَّة القيادة، وكذلك التحديات التي تواجهها وعلاقتها بمحددات السلامة المروريَّة على الطرق، كما أوضحت القواعد والنظم المروريَّة المتعلقة باستخدام المركبات ذاتيَّة القيادة.
وقد خلصت الدراسة إلى عددٍ من التوصيات القصيرة والمتوسطة وطويلة المدى التي يمكن الأخذ بها في دائرة صنع القرار، ولا سيَّما الهيئات التشريعية المتعلقة بإنشاء السياسات والخطط وتحديثها لدعم المركبات غير المتصلة وذاتيَّة القيادة. كما شملت تلك التوصيات آليات التنسيق بين الجهات ذات العلاقة من خلال تكوين مجموعات عمل مختلفة من الجهات المروريَّة المعنية ومسؤولي الطرق، بالتنسيق مع أقسام التصميم الهندسي الأخرى، لإجراء البحوث والاختبارات الضرورية لاعتماد التغييرات على الأدلة المخصصة لعمليات تشغيل المركبات ذاتيَّة القيادة.
