إنَّه عالمٌ شديدُ التعقيدِ والتشابكِ، تتداخل فيه عوالمُ السياسةِ والاقتصادِ والاجتماعِ والعلومِ الطبيعيةِ، وتتباين فيه المصالحُ، وتَتَعَقَّدُ فيه حياةُ الإنسان، وتنهارُ فيه بيئتُهُ الاجتماعية والثقافية والطبيعية. وفي وسط هذا العالم الذي يَتَشَكَّل، هناك جهودٌ حثيثةٌ، تقوم بها هيئات ومؤسسات فاعلة في المجتمع الإنساني، لمحاولة إيجاد صيغة فاعلة متوازنة، للحفاظ على بيئة الإنسان الطبيعية، وحقوقه الحياتية، وتطوره العلمي.
ومن هنا، جاءت الدعوة العالمية لتحقيق التنمية المستدامة، والغرض منها صَوْنُ الأرضِ، والقضاء على الفقر، وتحسين المعايش، وقد وضعت الأمم المتحدة لهذه الدعوة سبعة عشر هدفًا؛ تسعى دول العالم لتحقيقها بحلول عام ٢٠٣٠.
ويأتي مرجع إميرالد للجريمة والعدالة والتنمية المستدامة، مشاركةً أكاديميةً مهمةً، وقراءةً نقديةً، تدرس ما تَضَمَّنَتْهُ صياغةُ هذه الأهداف من مشكلات، وما اعتراها من تنازلات، وتُلقي نظرةً عن كثبٍ على درجةِ مطابقةِ هذه الأهداف للواقع، ومدى فاعليتها، وقدرتها على تحقيق التقدم المنشود.

ويؤكد الكتاب، من خلال نماذج عملية، جاءت من بلدان مختلفة، أن العولمة وتحيزها لدول الشمال، على حساب دول الجنوب، لم تحقق الرخاء والقضاء على الفقر هي المحرك الأساسي للظلم المنتشر في العالم، ويرى الكتاب أن الحل لن يتحقق إلا بتضافر جهود المجتمع الدولي، من أجل تعزيز سيادة القانون، وتحقيق العدالة البيئية، وتمكين الدول النامية، ومكافحة الفقر وعدم المساواة، وتؤكد المشاركات البحثية في هذا الكتاب الحاجةَ إلى التسامحِ، والتفاهمِ المتبادلِ، والشموليةِ، والاستجابةِ، وهي القيم التي تقع في صميم أهداف التنمية المستدامة.
ويجمع هذا الكتاب خبراتِ مجموعةٍ متنوعةٍ من العلماء والباحثين والناشطين في العمل الميداني، من بلدان مختلفة من العالم، ذوي التخصصات المتنوعة، وهو ما ينتج عنه ثراء الطرح، وتنوع أساليب التناول وطرق العلاج، بما يجعله خطوةً مفيدةً لاستقراء مستقبل التنمية المستدامة.. أمل هذا العصر.
